Quebec's New Invitation Criteria

The decisions to invite persons to submit an application for permanent selection made on the basis of invitation criteria are public under section 45 of the Québec Immigration Act.

As of June 2023, only those who declare they have a level 7 oral proficiency in French 

The persons who hold a validated job offer outside the territory of the Montréal Metropolitan Community (MMC) may, temporarily, be invited to submit an application for permanent selection without having to declare their level of knowledge of French.
