Quebec Issues 2,547 Arrima Invitations Across Four PSTQ Streams (With NOCs)

The Québec Ministry of Immigration, Francization and Integration (MIFI) conducted a new Arrima draw on January 29, 2026, issuing a total of 2,547 invitations under the Programme de sélection des travailleurs qualifiés (PSTQ).

Candidates were selected through four targeted streams, each aligned with Québec’s labor market priorities. The extraction from the Arrima pool took place on January 26, 2026, at 6:00 a.m.


Stream 1: Highly Qualified and Specialized Skills

Invitations issued: 1,094

This stream targeted candidates working in TEER 0, 1, and 2 occupations, with strong French proficiency and Québec education.

Main requirements:

  • At least 12 months of work experience in the last five years

  • Advanced French (minimum Level 7 oral / Level 5 written)

  • Québec diploma (college, vocational, or university)

  • Residing in Québec

Cut-off scores:

  • 782 points (general profiles)

  • 737 points (general profiles – alternative threshold)

  • 674 points (manufacturing and food processing occupations)

  • 22300–22302 – Civil, mechanical, and industrial engineering technologists

  • 31303 – Physician assistants and allied health professionals

  • 32124 – Pharmacy technicians

  • 41301 – Counseling therapists

  • 72102, 72105, 72106 – Sheet metal workers, steel erectors, welders

  • 72301, 72310, 72320, 72321 – Pipefitters, carpenters, bricklayers, insulators

Stream 2: Intermediate and Manual Skills

Invitations issued: 683

This stream focused on TEER 3, 4, and 5 occupations, prioritizing candidates with Québec work experience in essential labor sectors.

Main requirements:

  • Minimum 24 months of work experience, including 12 months in Québec

  • French level 5 or higher (oral)

  • Residing in Québec (some invitations targeted regions outside Montréal)

Cut-off scores:

  • 800 points (general profiles with Québec diploma)

  • 609 points (priority labor sectors)

  • 657 points (outside Montréal metropolitan area)

Targeted NOCs (examples):

  • 33101–33103 – Medical lab assistants and pharmacy assistants

  • 73100–73113 – Concrete finishers, tile setters, painters, interior finishers

  • 73400 – Heavy equipment operators

  • 75110 – Construction laborers and helpers


Stream 3: Regulated Professions

Invitations issued: 750

This stream targeted candidates planning to work in regulated professions, across TEER 0 to 5, particularly in healthcare, engineering, education, and skilled trades.

Main requirements:

  • Eligibility to practice a regulated profession in Québec

  • French proficiency:

    • TEER 0–2: Level 7 oral / Level 5 written

    • TEER 3–5: Level 5 oral

  • Québec education or strong professional background

Cut-off scores:

  • 855 points (TEER 3–5, general)

  • 781 points (TEER 0–2, Québec education)

  • 722 points (TEER 0–2, general)

  • 694 points (priority sectors)

  • 546 points (TEER 3–5, priority sectors)

  • 21300–21322, 21390 – Engineers (civil, electrical, chemical, aerospace, etc.)

  • 31100–31121 – Physicians, dentists, pharmacists, veterinarians

  • 31200–31203 – Psychologists, physical & occupational therapists

  • 32100–32124 – Medical technologists, radiology, pharmacy technicians

  • 41220–41221 – Primary and secondary school teachers

  • 41300–41301 – Social workers and counseling therapists

  • 72102–72406 – Skilled construction and mechanical trades


Stream 4: Exceptional Talent

Invitations issued: 20

This highly selective stream targeted individuals with exceptional achievements or a positive opinion from a Québec government partner.

Eligibility included:

  • Recognized achievements listed by MIFI or

  • Education equivalent to a doctoral degree in Québec

  • At least 36 months of work experience in the last five years
