- Are currently residing in Quebec
- Hold a qualifying Quebec diploma (minimum one year full-time program)
- Meet required minimum selection scores

Exercise 2 – 419 Invitations (Priority Occupations)

- Minimum score: 627 points
- Targeted priority occupations including engineering managers, industrial engineers, civil and mechanical engineering technologists, pharmacy technicians, social workers, early childhood educators, welders, electricians, heavy equipment mechanics, crane operators, and more.

Stream 2: Intermediate and Manual Skills

This stream focused on FEER 3, 4, and 5 occupations. Requirements included:

- Minimum 24 months of work experience in the past five years (including 12 months in Quebec)
- French Level 5 oral minimum
- Quebec educational credential
- Residency in Quebec

This was the largest stream of the draw. It targeted candidates intending to practice regulated professions in Quebec.

General requirements included:

- French Level 7 oral and Level 5 written
- Residency in Quebec
- Quebec-recognized diploma
- Intention to practice a regulated occupation
