Stream 1: Highly qualified and specialized skills

Number of invitations:
The Minister of Immigration, Francization and Integration invited 605 people to submit an application for permanent selection under this stream of the PSTQ.

These invitations were issued to people who met the following criteria:

Their main occupation belonged to FEER category 0, 1, or 2 (Training, Education, Experience, Responsibilities).
They did not intend to practise a regulated profession listed in the Minister’s List of Regulated Professions.
They had at least 12 months of work experience in their main occupation within the last five years.
They had French proficiency of level 7 or higher in both oral skills and level 5 or higher in written skills (according to the Quebec Scale of French Proficiency or equivalent).
Their accompanying spouse/partner, if applicable, had French level 4 or higher in oral skills.
They were residing in Québec.

- They held a Québec diplomaat the university, college, or vocational high school level.They had a score equal to or higher than 781 points.
- The program must be at least 900 hours (if vocational/college) or 30 credits (if university).

These invitations were also issued to people who met the following:

Their main occupation belonged to FEER 0, 1, or 2.
No intention of working in a regulated profession.
At least 12 months of experience in the last five years.
French level 7+ oral, level 5+ written.
Spouse: French level 4+ oral (if applicable).
They were living in Québec outside the Greater Montréal area.



Their main occupation was related to the manufacturing sector (manufacturing and food processing) and appeared in the following NOC 2021 list:
22301 Mechanical engineering technologists/technicians
22302 Industrial & manufacturing engineering technologists/technicians
22310 Electrical/electronics technologists/technicians
72100 Machinists and tool inspectors
72102 Sheet metal workers
72106 Welders and related machine operators
72311 Cabinetmakers
72400 Construction/industrial mechanics
72422 Electromechanical technicians
92012 Supervisors in food and beverage processing
They had a score equal to or higher than 644 points.

Stream 2: Intermediate and Manual Skills

Number of invitations:
The Minister invited 604 people to submit a permanent selection application.

These invitations targeted people who met the following:

Their main occupation belonged to FEER 3, 4, or 5.
They did not intend to work in a regulated profession.
They had French level 5+ in oral skills.
Their spouse/partner (if applicable) had French level 4+ oral.
They were living in Québec outside Greater Montréal.
They had 24 months of work experience in the last five years, including at least 12 months in Québec in their main occupation.

Their main occupation was in the manufacturing sector and appeared in this NOC 2021 list:

(list includes butchers, bakers, upholsterers, tailors, cutters, glaziers, machine operators, foundry workers, printing press operators, concrete/metal/wood processing operators, food and beverage processing operators, etc.)

They had a score of 573 points or more.

These invitations were also issued to people who met:

  • FEER 3, 4, or 5.
  • Not working in a regulated occupation.
  • French level 5+ oral; spouse level 4+ oral.
  • Living outside Greater Montréal.
  • At least 24 months of experience in last five years, including 12 months in Québec.
  • Their main occupation was in the priority sectors of Opération main-d’œuvre, appearing in the following NOC list:

  • (medical lab assistants, nursing aides, pharmacy technicians, concrete finishers, tilers, drywall installers, roofers, painters, interior finishers, heavy equipment operators, construction laborers)
  • They had a score of 612 points or more.

Stream 3: Regulated professions

Number of invitations:
The Minister invited 649 people to submit a permanent selection application.

These invitations were issued to people who met:
They intended to work in a regulated profession listed by the Minister, FEER 0, 1, or 2.
French level 7+ oral, level 5+ written.
Spouse: French level 4+ oral.
Their main occupation belonged to the priority sectors of Opération main-d’œuvre, including:

  • engineers, physicians, surgeons, veterinarians, dentists, audiologists, pharmacists, dietitians, psychologists, physiotherapists, occupational therapists, nurses, paramedics, dental technologists, medical lab technologists, ultrasound technologists, cardiology technologists, teachers, social workers, early childhood educators, welders, sheet metal workers, electricians, carpenters, masons, mechanics, HVAC, elevator constructors, etc.

They had a score of 717 points or more.
These invitations were also issued to people who:
Intended to work in a regulated profession (FEER 0–2).
French level 7+ oral, level 5+ written.
Spouse: French level 4+ oral.
Their main occupation was:

  • clinical medicine specialists, surgeons, family physicians

They held an evaluation issued by Québec’s regulatory authority for their profession.
They had at least one month of work experience in Québec in the last five years.
These invitations were also issued to people who:
Intended to work in a regulated profession (FEER 0–2).
French level 7+ oral, level 5+ written.
Spouse: French level 4+ oral.
Their profession was part of priority sectors, such as:

  • concrete finishers, tilers, plasterers, roofers, glaziers, painters, interior installers, heavy equipment operators, drillers/blasters, construction laborers.

They had a score of 535 points or more.

Stream 4: Exceptional talent
Number of invitations:
12 people were invited to submit a permanent selection application under this PSTQ stream.
These invitations were for people who met:

They had a positive recommendation issued by a partner of the Ministry in a targeted field.
They had at least 36 months of experience in their main occupation in the last five years.
These invitations were also for applicants who:
Held documentation proving an achievement listed in the Ministry’s List of Exceptional Achievements.
Had an education equivalent to a PhD in Québec (including first-cycle doctorates).
Had 36 months of experience in their main occupation in the last five years.
