Canada’s 2026–2028 Immigration Levels Plan outlines coordinated targets for temporary and permanent residents to restore sustainable immigration levels while supporting labour needs, family reunification, and humanitarian objectives.
Temporary resident arrivals will decline to keep the temporary population below five percent by 2027, with targets set for workers under the International Mobility Program and Temporary Foreign Worker Program, as well as students entering approved institutions.
Permanent resident admissions remain steady at 380,000 per year, with the economic class forming the largest share to address critical labour gaps. Targets for Federal High Skilled programs, Provincial Nominee Programs, and economic pilots increase modestly, while family class admissions remain stable. Refugee and protected persons admissions continue to reflect Canada’s humanitarian commitments.
The plan also expands Francophone immigration outside Quebec.
Two one-time initiatives will transition about 115,000 protected persons and up to 33,000 temporary workers to permanent residence. Together, these measures bring stability, support integration, and maintain Canada’s economic and humanitarian priorities.
