2021 NOC codes changes

National Occupational Classification 2021

Since the announcement on July 27, Immigration, Refugees and Citizenship Canada (IRCC) has been planning to switch to the 2021 version of the National Occupation Classification (NOC) system Today November 16.

This change will affect eligibility for more than 100 of Canada's immigration programs, including Express Entry.
 This means that:

  • The NOC 2016 skill type and skill level structure (NOC 0, A, B, C, and D) will be replaced with a 6-category system that represents the Training, Education, Experience, and Responsibilities (TEER) required to work in an occupation
  • 4-digit occupation codes will be converted to 5-digit codes
  • Eligibility requirements for all programs in the NOC will be updated.

Note: If you have received an ITA before November 16, 2022, you must submit your application for permanent residence using NOC 2016.

New TEER categories

Programs that used the NOC skill type or levels will now use TEER categories.

  • Most jobs will stay in the TEER category that is equal to the skill level in the table below.
  • Some jobs may change to a different TEER category.
  • Skill level B jobs may become TEER 2 or TEER 3 jobs.

Because of this change, the following programs will have updated eligibility requirements:

Canadian Experience Class
Federal Skilled Trades Program
Atlantic Immigration Program
Provincial Nominee Program
Caregivers programs
Rural and Northern Immigration Pilot
Agri-Food Pilot
Out-of-status construction workers
International Mobility Program
Temporary Foreign Worker Program

Comprehensive ranking system

The points you get in the comprehensive ranking system "CRS" will be calculated according to the Skill Type/Level update chart.
For example, if you got 50 points for arranged work in Skill Type/Level 0, A or B, you will still receive 50 points for arranged employment in TEER 0, 1, 2, or 3.

Federal Skilled Worker Program selection factor points

The Federal Skilled Workers Program (FSWP) scores for selection factors will now follow the new Skill Type/Level chart released with the NOC 2021 system.

For example, if a candidate received 10 points for arranged employment in Skill Type/Level 0, A or B, they will receive the same number of points for arranged employment in TEER 0, 1, 2, or 3.

New jobs eligible for Express Entry
16 occupations now eligible through the Express Entry system.

  • Payroll administrators
  • Dental assistants and dental laboratory assistants
  • Nurse aides, orderlies, and patient service associates
  • Pharmacy technical assistants and pharmacy assistants
  • Elementary and secondary school teacher assistants
  • Sheriffs and bailiffs
  • Correctional service officers
  • By-law enforcement and other regulatory officers
  • Estheticians, electrologists and related occupations
  • Residential and commercial installers and servicers
  • Pest controllers and fumigators
  • Other repairers and servicers
  • Transport truck drivers
  • Bus drivers, subway operators and other transit operators
  • Heavy equipment operators
  • Aircraft assemblers and aircraft assembly inspectors

Jobs now ineligible for Express Entry
Three occupations ineligible through the Express Entry system.

  • Other performers
  • Program leaders and instructors in recreation, sport, and fitness
  • Tailors, dressmakers, furriers, and milliners
